Conrad Program

Who are the recipient?

These comprise of people living in extreme poverty, people with disabilities, women and girls and young parents before the age of 21 from Kabale and Kasese dioceses, Western Uganda. The communities in Kasese face several dangers from floods annually, leaving several households displaced. Not only that but also both Kabale and Kasese are currently receiving Refugees from DRC Congo, the population which has already been suffering from natural disasters needs a lot of support at this time. Between 28th March and 6th April 2023 alone, the total Refugee population in Kabale is now 8,5861. Also due to the ADF insecurity in DRC, there are new arrivals in Kasese despite the existing flood situation in Kasese, a total of 514 individuals, (125HHs) have been identified in the Kasese diocese.

Selection of Recepients

1. Caritas Uganda chooses the recipients based on vulnerability with the full participation of the community and community leaders.
These target groups are members of the Village Savings and Loan’s Association (VSLA) groups from the same communities or village.
2. Another criterion is by ensuring inclusive representation of people living in extreme poverty, people with disability, women, and girls, and young parents before the age of 21 in the households of the VSLA groups which becomes an indirect way of helping the vulnerable population.
3. Caritas targets only vulnerable households that will have shown interest in microfinance services, Village Savings and Loan’s Association (VSLA).

Why Women and Girls?

Women and girls will be selected because they face less opportunity for economic participation compared to men. Currently, girls are still the majority of children who drop out of school compared to boys. For example 482 of 10,152 pupils who registered to sit primary leaving examination (PLE) in Kasese in 2021 did not report back when candidate classes reopened in November 20212. Most families in rural areas prioritize paying school fees for boys instead of girls. Unfortunately, girl children are always used as cheap labor at home, for cooking, fetching water and firewood, and taking care of younger children. The gender gaps in these communities intensify risks and vulnerabilities for women in terms of limited access to education, agricultural land, reproductive health, adequate shelter, and livelihood opportunities, to mention but a few. Since women and girls play triple roles of production, reproduction, and other community engagement which are not financially rewarding, they will be the right people to economically empower their families. Women and girls can also easily reach their full potential to achieve sustainable development goal 5 and gender equality if economically empowered. Even the village people who are participating in rural empowerment programs and rural livelihoods can easily access loans to pay for children’s education, accumulate capital and invest. It is also true that there will be a drastic decrease in poverty if more women and girls are empowered.
